A Study on the Suggestion of Necessity and Direction for Real Estate Transaction Law Amendment Considering Development of ICT

    Abstract

    The development of ICT is leading the development and building the Smart City. The Smart Home is one part of Smart City. The industry of Smart City and Smart Home in South Korea is a major business that is developing politically. Meanwhile, real estate transactions are made by registered real estate agents and they explain the CEBO notes according to LREA act. However, current CEBO notes can’t confirm and explain the functions of the Smart Home. Therefore, in this paper, we review the functions of Smart Home as ‘Support(assisted living including communication and entertainment)’, ‘Monitoring’, ‘Care(health)’, ‘Energy efficiency’, ‘Security’.
    As a results of analysis current CEBO notes, we find that the current CEBO notes can explain the function of Smart Home restrictively like as ‘ Energy efficiency’ and ‘Environment monitoring’. Therefore, we find the necessity of revising the regulations that regulate the format of CEBO notes and clarify the explanations. The simplest method to change is to modify some of the existing CEBO notes or apply them flexibly. Through this method, only a few functions can be identified and explained like ‘Support home automation’, ‘Emergency’, ‘Energy efficiency’, ‘Energy monitoring’, ‘Environment monitoring’. But it is not a perfect way, this study shows the necessity of amendment of CEBO notes and revision of related law(LREA act) more fundamentally.
